Break Picture Links removes the location information from every picture in the current document, leaving only the name of the picture file. Pictures without location information are shown as 'Missing' in the Usage dialog.

If QuarkXPress can immediately find a 'Missing' picture file in a folder that it knows about — the document's own folder, say, or in the Pictures folder produced by 'Collect for Output' — then it will re-link to that picture. This can be useful when copying folders of documents with pictures, to ensure that links are to the copied pictures and not to the originals.

No doubt there are other circumstances when this might be useful.
